Our standard
This website is built to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, the standard the U.S. Department of Justice adopted for state and local government websites under Title II of the Americans with Disabilities Act. We test against the newer WCAG 2.2 Level AA, which includes everything in 2.1.
What we do
- Every page is checked automatically against the WCAG rules each time the site changes, and a change that introduces a failure is not published.
- Pages are tested with the keyboard alone, on a 320-pixel wide screen (the same as 400% zoom on a desktop), with increased text spacing, and with animation turned off.
- Forms label every field, explain errors in text, and move focus to the problem so it can be fixed.
- Colors meet contrast requirements, links are underlined, and nothing relies on color alone.
- The homepage video and the turning gears are decoration. A “Pause animations” button on the homepage and at the bottom of every page stops them, and the site remembers your choice. If your device is set to reduce motion, they never start.
- Besides the menus, every page is listed on the site map.
Known limitations
We are still working on the following. If any of them gets in your way, tell us and we will get you what you need another way.
- Older documents. Some PDFs (past agendas, minutes, budgets and maps) were created before this website and may not work well with a screen reader. Ask us for any document in a format you can use.
- Services run by other companies. Online bill payment, the permit portal and utility statements open on separate websites that the City does not build. Contact City Hall if you cannot complete a task there, and we will help you complete it another way.
- Embedded video. Some news posts include video from YouTube, Facebook or local news stations. Captions depend on the original publisher.

How this website was evaluated
The City's website developer, Page50, evaluated every page of this website against WCAG 2.2 Level AA using automated testing (axe-core) and scripted keyboard, zoom, reflow, text-spacing and reduced-motion checks. The evaluation is repeated whenever the site changes.
